Our Team
Samantha Cooley – is a public safety professional and private, independent investigator (Oregon), and instructor with more than two decades of experience spanning law enforcement, corrections, security operations, investigative services, and violence prevention. Her career reflects extensive work in complex, high-risk environments requiring sound judgment, discretion, analytical rigor, and the ability to manage volatile human behavior.
Under the umbrella company, S & PC Consulting LLC. Samantha Cooley conducts investigations across a broad spectrum of criminal, civil, administrative, and organizational matters. Her investigative work includes cases involving fraud and financial misconduct, abuse and neglect, domestic and intimate partner violence, coercive control, harassment and stalking, assaultive crimes, drug-related activity, workplace violence, internal misconduct, and death investigations, including post-incident and homicide-related case review and analysis. She routinely handles matters where violence, deception, power imbalance, or psychological manipulation are central factors. Her investigative practice is conducted in accordance with Oregon Revised Statutes Chapter 703 and applicable Oregon Administrative Rules governing private investigators, ensuring lawful authority, ethical compliance, and professional standards.
Samantha's investigative skill set encompasses interviewing and statement development, credibility and behavioral analysis, evidence review, records and background investigations, timeline reconstruction, pattern recognition, risk assessment, and comprehensive reporting. Drawing on her background in law enforcement and security leadership, she brings a disciplined, methodical approach to investigations involving complex interpersonal dynamics, institutional exposure, and elevated safety concerns.
In addition to her investigative practice, Samantha is a certified instructor in several focused areas: Management of Aggressive Behavior (MOAB) and De-Escalation with this training specifically rooted in workplace violence prevention and response. While adaptable to multiple professional and personal settings, her instructional work is designed to help organizations identify early warning behaviors, manage escalation risk, and respond appropriately to threats before harm occurs. She also holds certifications in Active Threat Response, CPR/First Aid/AED (HSI), Domestic Violence Advocacy, Women’s Personal Safety Training, and Concealed Carry Weapons (CCW) instruction. She is a certified security officer in Oregon and previously served in executive security management roles.
Samantha's work is further informed by her long-standing involvement in domestic violence advocacy and public education, including service as a public information manager for a domestic violence nonprofit. Her professional focus includes intimate terrorism, a severe form of abuse characterized by coercive control, psychological manipulation, and escalating violence. As both an investigator and an intimate terrorism survivor, she brings a rare depth of insight into how these patterns present, persist, and are often misunderstood or minimized.
Through her investigative work and professional training, Mrs. Cooley is committed to documenting patterns of abuse and misconduct, clarifying complex factual narratives, supporting accountability, and reducing harm. Her approach emphasizes accuracy, ethical practice, victim awareness, and practical risk mitigation for individuals, organizations, and communities navigating high-stakes situations.
Paul Cooley – Senior Police Officer, Domestic Violence Expert, Reality-Based Training Instructor
Paul Cooley is a seasoned law enforcement professional with extensive experience in scenario-based training, high-risk incident response, and threat assessment. As a Field Training Officer (FTO), Reality-Based Training (RBT) Instructor, and domestic violence expert witness, Paul provides practical, high-impact reality-based instruction, CCW, as well as instruction that prepares individuals and organizations to confidently respond to real-world emergencies.
Paul provides a wide range of supportive services to EMPOWER PNW Training Academy and with the umbrella company S & PC Consulting LLC.
Paul is also deeply committed to intimate terrorism awareness, victim advocacy, and survivor education. His experience investigating domestic violence cases, working directly with survivors, and training professionals has given him a profound understanding of the complexities surrounding intimate terrorism. He is passionate about equipping law enforcement, professionals, and community members with the skills to recognize warning signs, intervene safely, and support survivors in navigating the legal and recovery process. Through his instruction, Paul fosters a deeper awareness of coercive control, psychological abuse, and the societal impact of intimate terrorism, ensuring that those he trains are better prepared to protect and empower survivors.
Angela Branford – Florida Consultant
Angela Branford is a former deputy sheriff, hostage negotiator, and investigator with an extensive background in crisis intervention, high-risk investigations, and conflict resolution. She has worked on complex cases involving human trafficking and abuse investigations, giving her a deep understanding of criminal behavior, victim advocacy, and violence prevention.
As a consultant with EMPOWER, Angela shares her real-world expertise to help individuals and organizations develop life-saving skills, improve situational awareness, and effectively respond to crisis situations. As well as lead trauma informed investigations.
Angela’s dynamic engagement ensures that professionals, survivors, and community members gain the confidence, awareness, and preparedness needed to navigate real-world challenges. She is available for training throughout Florida, the U.S., and internationally, providing high-impact instruction tailored to a wide range of industries and individuals.
Kevin Miller – Washington - Security Consultant & National Mental Health First Aid Instructor
Kevin Miller is a certified security professional with over two decades of experience in the private security industry. His expertise spans frontline security operations, security team leadership, and security management, providing him with a well-rounded understanding of risk mitigation and organizational security needs.
In addition to his security expertise, Kevin is a National Mental Health First Aid (MHFA) Instructor, specializing in training security professionals on effectively handling individuals experiencing severe mental health crises. His knowledge in mental health crisis intervention, de-escalation techniques, and public safety response enhances his ability to provide strategic security consulting that prioritizes both safety and compassionate engagement.
Kevin currently offers security consulting services in Washington, assisting clients with security planning, risk assessments, and best practices for physical security operations.

At EMPOWER TA & S & PC Consulting, LLC, we provide two distinct but complementary service lines: professional safety instruction and investigative services. While these functions are separate in practice, they inform one another through a shared foundation in public safety, risk recognition, and real-world case experience.
Our instructional services focus on workplace violence prevention, management of aggressive behavior, de-escalation, active threat awareness, and workplace-compliant CPR, First Aid & AED certification. Training is delivered independently of investigative work and is designed to equip organizations and individuals with practical, preventative skills that reduce risk and improve preparedness.
We provide specialized, hands-on training to equip individuals and organizations with life-saving skills, conflict resolution techniques, and real-world emergency response strategies.
Separately, our investigative services draw on decades of experience in law enforcement, security operations, and investigations. This work includes civil and criminal investigations involving workplace violence, harassment, assault, coercive control, misconduct, fraud, and threat assessment, including fact-finding threat assessments. Civil investigative services may include fact-finding for litigation support, internal and administrative inquiries, background and records research, documentation review, timeline reconstruction, and evidentiary reporting. Criminal investigative work may include case review and analysis, interview and statement development, evidence evaluation, pattern and linkage analysis, and coordination with attorneys or agencies as appropriate. Insights gained through investigative practice inform how risk patterns and escalation dynamics are identified and documented, without overlapping or replacing formal investigative processes within training environments.
